The only way out was to tell Brahmananda Reddi to mind his own business. And, he said this very effectively when he reconstituted his ministry without consulting the party's central leadership.
Urs defiance stems from his belief that the Reddi-Chavan combination is no match for Indira Gandhi, during her heyday.
In doing all this, Urs was fully aware that he was taking on not only the emaciated Congress leadership but also the Central government itself. He has not only refused to dismiss D. Naiker and Mrs Eva Vaz, the two ministers who had tried to influence the judiciary but also gave back to Naiker the portfolio of Law which he had held earlier. And to cap it all Urs elevated H. Srikantiah, who was indicted by the Public Accounts Committee of the state legislature in a fertilizer scandal, to cabinet rank.
The only justification for all these actions, according to the Urs camp is "political survival". One of the reasons why Urs has managed to survive, when Congress chief ministers in Maharashtra and Andhra, for instance have fallen, is that he is clever enough not to put all his eggs in one basket.
He distributes them in half-a-dozen baskets and has consistently refused to identify himself with any one faction in the Congress completely to the exclusion of others. It would be easier for him to ditch Indira Gandhi - if it becomes necessary for him - for instance, than it would be for K.
Karnataka politics is generally caste politics, but it has not worked that way in the case of Urs. The Urs community, which is remotely linked to the erstwhile princess of Karnataka, is a microscopic minority Urs is the first minority community chief minister of the statebut as things stand today, a majority of legislators from the two dominant communities, Vokkaliga and Lingayat, are still with him.

The minority communities are also with him, though the dissidents have made a small dent here in the last couple of weeks. Urs has a better hold today than he had two weeks ago, though it is still tenuous. The reconstitution of his ministry has not brought about the homogeneity he had hoped for. Some of them are already showing signs of restiveness.
Mallikarjunaswamy was the eighth minister to resign from the Urs ministry last week.

The signature campaigns by the rival groups have got bogged down. The naked power struggle goes on unabated. Normally the fratricidal war in the Congress camp should have come as manna from heaven to the Janata party, but it is too weak, and too divided, to capitalize on it.
